Do they come off? YES...ish....but you never know if it will work, until you do it.
Some forks , all you do is remove a set screw. It's peened, so you have to drill it. Then you have to heat it. Most of us don't have a way to hold the chrome fork without scratching it. Then its garbage. You have to heat it to break the thread locks bond. The amount of threadless used isn't consistent. If yours has a lot, it's even harder.
Also, you have to find the correct replacement lug,and hope it removes. They all look the same, but the inside is different on many of them.
I wouldn't recommend it . It's an awful job without the correct tools. Even then, it's sketchy trying to get them to seal again. It's better just to hit your hand, with a hammer. At least you know that will hurt. It won't be a surprise.
