I just took mine off this morning and it was dry and a little rusty in there!! I buffed everything off, slathered a lot of moly grease in between the seals and put 'er back together. Lever action was MUCH improved.

I just took apart my 05 to check it out today and sure enough, nothing.
I put some grease in it, put some loc-tite on the foot peg bolt and put it back together.
I put the bolt (for the footpeg) on a bit to loose, at first - Then I had to take it back apart and tighten it again. I then went too tight and it didn't want to shift into N or 1st after riding.
So i backed it off just a hair and so far so good.

Sounds like you got the seals not totally seated. You should not be able to get it too tight that it won't shift. I got that the first time put it back together, but found one of the seals was just a hair off, took it apart, realigned the seals to make sure they were fully seated and was able to crank down on the bolt with no problems in moving the shifter.

You know, after reading your post and thinking about it - I think you hit the nail on the head. I'm going to take it back apart today later and try to get the seal on it correctly. You sure are alot of help, thanks man!!

NP - if I hadn't done the same exact thing I wouldn't have known you might have had the same issue. Glad I could shed some light.

[about the red loctite] Rather than forcing it, put a heat source (lighter, blowtorch on LOW) on it for a minute or two to heat it up. It will break down the adhesion and be a LOT easier to get off. Be careful not to hit the seals, etc.
I haven't taken mine apart, but if I were to, I'd stick the allen wrench in there and heat up the allen wrench for a couple minutes so the heat would transfer directly to the bolt. It needs to be hot to work, but not scalding/burning.

Checked my '04 yesterday and sure enough it was bone dry. After some cleaning with brake cleaner, a rough brush, and some WD, I greased everything up and put it back together. The bike definitely shifts easier now. Thanks for this heads up guys!

I just used a 2 foot breaker bar... one good yank and it was loose...

I always spray a little chain lube on the shifter/brake pedals, levers, throttle cable, clutch cable, and kickstand after I wash the bike. Works great for me, keeps everything smooth.
