It's called a bungee wrapped around the front brake levers.

Yup, but a strip of Velcro is much easier to deal with.

Now all kidding aside, you can get parking brakes for MC's, such as these. The basically just compress the front brake lever like you would with your hand.

If buying an option isn't for you, you can also make one with a Velcro wrap. Just squeeze the lever by hand and apply the wrap

The advantage with the first one is it's lockable, so it's like a disk lock that you can't forget you've installed

Ever parked on an incline only to worry about your bike rolling?

    Talking

Just remember to apply as little static lever pressure as you can to get the job done. Hydraulic brakes both drum & disc are not intended to be applied and used as parking brakes. All automotive parking brakes use cables or electrical methods to actuate them.

So what you are saying is a well placed 2x4 between the spokes and the swing arm is a better alternative?

No I'm just saying you don't need to really "crank down" on the lever to get adequate grip to keep the motorcycle from rolling. That's all.

I prefer going high tech.... how about using CurbNinja? Mind you it's not an emergency brake, so I'm off topic, but it is parking related.

CurbNinja Parking App For Motorcycles | Motorcycle Cruiser

It also has a funny video ("jumps and yells "curb ninja"")
